Im sure i red somewhere that the comission number doesn't actually relate to when it was built. Im sure it was on .org as someone had a car with build date of 03 and they had a lower comission number than someone with an 02 build date.

I think you'll find that the commision number is the build number which doesn't relate to the registration date, the 02 car could have been a bog standard build whereas the 03 car could have had an unusual spec built to order but cancelled before registration.
