Unless it is a genuine Rover part, I would expect it to have been cut. I do not think the OE ones require cutting as most people would go for the discreet one where the tow hitch bar can be removed and the electrics are just under the rear valance.
Easy to remove, but there will be bolt holes left in the boot floor where the chassis rails are, will need to be plugged and sealed. Also electrics will need to be removed and spliced cables insulated from shorting. However, if intend to use a bikerack of any kind, then you may want to keep the socket for a trailerboard.
