In the time mine has been located to the foglight aperture it has never been an issue, filter has been clean as a whistle and no water ingress. The mesh I use stops water getting in, granted it would be better if open but not worth the grief it could cause. What it needs is a switchable gate, meshed/open to suit weather and driving conditions. now there's a thought!
