As everyone keeps saying - you can not work out consumption from half a tank.
The gauge isn't accurate enough to show exactly how much fuel is in there.
You need to fill the tank to the brim, use the car, and fill to the same point.
You can't even rely on the low fuel light, it comes on a different times depending on factors such as driving style, weather and even the slop of the road.

And, as I said above, I have had a couple of 15mpg tankfuls in the past so it's possible.
