Untrue.
Go in a classic impreza over 100 and i think you will find that no air actually goes into the scoop at all.
All tested and verified with intake logging equipment.
Air hits the front end and "bounces" over the scoop, hence why the later cars had taller scoops fitted to protect them at speed.
The bonnet lifting is usually down to the poor design of the bonnet itself, usually much worse on the imported cars with the lighter alloy bonnet (remember these models were speed restricted)
