is this possible?

You know the strip bit at the front of the z where the underside of the front bumper and splash gaurd screws to? Is this removable? Because theres a couple bolts / screws that have rusted and snapped off in it id like to drill out and replace.

as far as im aware they are screwed into the frotn panel of the car ( approx £150-£200 to replace)
