I have seen this many times
The lower part of the tube paint has bubbled up in the plastic retainer
Remove bolt holding upper part then pull like mad
Once out clean up with some emery cloth then grease it up on refit

Rob
Ps yes it should have the locking collar but they are fine without it too

The outcome was that he couldn't remove it so in the end he cut it and then re joined it.
Not ideal but won't make a difference to me.....

Cam belts all done and car drives great. ..
