Simply no, fans are designed for moving air in an unrestricted environment whilst turbines, roots and centrifugal superchargers are actually capable of pressurizing it in enclosed system. Otherwise we would already see it mass produced and built in various types of engines...

Look at a Turbo-fan engine, a massive fan on the front purely to accelerate air. LP compressors are immediately behind to create pressure.
