lacquer bubbling

Hi All

The Lacquer on my rear bumper inserts/finishers has started to bubble up, is it easy enough to strip and repaint or do you advise getting new or good inserts?

if its just on the inserts then flat it out with some 1000 wet and dry and put a layer of clear laquer
