Heater broken?

My heater just blows cool all the time, any my idea what this could be?
I've been topping up the coolant for a while and the exhaust is very steamy on start up. Hoping it's not HGF again.

There does seem to be a ticking coming from the dash when the blowers are on.

could be a leaf stuck in the blower but that wouldnt cause a heating issue

zsserbia will become famous soon enough
Was your heater on to the max when you were topping it up? Is there a chance you have an airlock somewhere in the system?

Just topped up and only a litre went in. Not an awful lot in a year.
