Issue here with reporting isn't fault or blame for the accident. It's - you can't simply refuse to exchange details and leave the scene of an accident.

The insurance companies deal with blame and if the accounts given by the drivers are reasonable.

Well to me if refusing to exchange details and leaving the scene smacks of being guilty, can't see how it could be 50/50 unless the system and law states no proof regardless of them driving off.
