if its retarted i guess its timed for more top end power, opposite of advanced. the pulleys would be out of line with one another a tooth or so. the piper cams have vernier pulleys to make it easier to advance or retard timing. when i had the belts done on my first 180 they were out by a tooth and all the power was a the top of the rev range. was like two different cars.
